Phytosanitary requirements

In accordance with the relevant laws and regulations of the mainland and the "Protocol between the General Administration of Customs of the People's Republic of China and the Bureau of Plant and Animal Health Regulation of the Republic of Ecuador on the Phytosanitary Requirements for the Export of Ecuadorian Dragon Fruit to China", the General Administration of Customs issued the "Announcement on the Phytosanitary Requirements for the Import of Ecuadorian Dragon Fruit", on the date of which ecuadorian dragon fruit that meets the requirements is allowed to be imported.

1丨 Inspection and quarantine basis

(1) The Biosecurity Law of the People's Republic of China;

(2) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china and the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;

(3) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;

(4) Protocol between the General Administration of Customs of the People's Republic of China and the Bureau of Plant and Animal Health Regulation of the Republic of Ecuador on Phytosanitary Requirements for the Export of Dragon Fruit from Ecuador to China.

Commercial-grade dragon fruit, including yellow dragon fruit (Hylocereus magalanthus (K. Schmann ex Vaupel) Ralf Bauer), red dragon fruit (Hylocereus undatus Haw.), English name: Pitahaya.

Four 丨 approved orchards and packing plants

Orchards, packaging plants and treatment facilities must be registered with the Directorate of Plant and Animal Health Of the Republic of Ecuador (hereinafter referred to as AGROCALIDAD) and approved by the General Administration of Customs of the People's Republic of China (hereinafter referred to as GACC). The registration information must include the name, address and registration number in order to accurately trace the origin of the exported goods if they do not comply with the relevant provisions of this quarantine requirement. The registration list shall be provided to GACC by AGROCALIDAD before the export season of each year. GACC will publish the registration list on its official website.

Six 丨 pre-export requirements

(1) Orchard management

1. Orchards exported to China should implement Good Agricultural Practices (GAP), maintain the sanitary conditions of the orchards, clean up the fallen fruit in time, prune at the end of the season, etc., and implement integrated pest control (IPM), including pest monitoring, chemical or biological control and agricultural operations and other prevention and control measures.

2. The monitoring and control of pests in the orchards should be completed under the guidance of professional and technical personnel, and the technical personnel must be trained and authorized by ACROCALIDAD.

3. The fruit orchard shall keep records of the monitoring and control of pests, including details such as the name, active ingredient, date of use and concentration of all chemicals used during the growing season, and provide them to GACC upon request.

4. For the South American fruit fly, AGROGALIDAD shall establish and maintain the non-epidemic production area of the south American fruit fly based on the requirements of the International Standard for Phytosanitary Measures No. 10 (ISPM 10). The status of non-epidemic producing areas was jointly approved by AGROGALIDAD and GACC after being confirmed by GACC field visits before export. Thereafter, if there are new non-epidemic areas in South America, AGROGALIDAD shall submit relevant review documents to GACC for assessment and approval by GACC. If a South American fruit fly is found in a non-endemic region, the status of the relevant non-endemic area will be suspended. AGROGALIDAD is required to notify GACC within 48 hours and immediately activate the National Emergency Action Plan. Non-epidemic status can only be restored when AGROGALIDAD eradicates the outbreak and is approved by the GACC.

For Mediterranean fruit flies, AGROGALIDAD should establish a monitoring system to effectively reduce the population density of Mediterranean fruit flies by using Mediterranean fruit attractants and fruit section examination during the growth and harvest seasons of dragon fruit. Prior to the export season, AGROGALIDAD shall provide monitoring records and reports to CACC.

Field monitoring of elm white shield borer, new pineapple gray mealybug and Fuso cotton mealybug is required to be investigated every 15 days. Technicians take a "W" shaped route to investigate the orchard, focusing on whether the fruit surface and branching are harmful. If these ticks are found in orchards, AGROGALIDAD should immediately take the necessary measures to control the occurrence of pests. The above-mentioned phytosanitary measures and monitoring shall be carried out under the supervision of AGROCALIDAD and records shall be provided to GACC upon request.

5. Once other quarantine pests are detected, AGROGALIDAD shall immediately take the necessary measures for prevention and control to ensure that the dragon fruit is not carried with it.

(2) Packaging plant management

1. The harvesting, transportation, processing, packaging, storage and shipment of dragon fruit shall be carried out under the guidance and supervision of AGROCALIDAD.

2. Dragon fruit must go through procedures such as grading, purging and washing to ensure that the export goods are free of pests, plant residues and soil.

3. Packaged dragon fruit should be stored in a closed, clean and insect-free area to avoid pest infection and separate from goods exported to other markets.

(3) Packaging requirements

1. The packaging materials should be clean and hygienic, unused, and meet the relevant phytosanitary requirements of China.

2. Each box should indicate the name of the fruit, the place of origin, the name or registration number of the orchard, the name or registration number of the packaging plant, the packaging date and the batch code in English. Each box should be marked with Chinese or English: "Exported to the People's Republic of China."

3. If wood packaging is used, it must comply with the provisions of International Standard for Phytosanitary Measures No. 15 (ISPM 15).

4. The container containing the dragon fruit must be checked for good sanitary conditions before packing, and it will be sealed by AGROCALIDAD. When the container arrives at the Chinese port, the seal should not be damaged. For example, cargo should be covered with insect repellent nets to prevent pest infestation.

(4) Quarantine before export

1. AGROCALIDAD shall carry out sampling inspection of each batch of dragon fruit exported to China at a rate of 2%, and at least 5% of the samples (not less than 10) shall be examined by caesarean section to ensure that there are no Mediterranean fruit flies and South American fruit fly larvae. If no phytosanitary problems occur within two years, the sampling rate can be reduced to 1%.

2. If a Mediterranean fly is found, the dragon fruit export project will be suspended.

3. If live flies are found in South America, this batch of goods shall not be exported to China before effective pest removal treatment (such as steam heat treatment). AGROCALIDAD needs to identify the cause and take effective prevention and control measures. If the above-mentioned dragon fruit comes from a non-epidemic producing area, the corresponding non-epidemic production area status will be suspended immediately. Non-endemic status can only be restored after the South American fruit fly or the Mediterranean fruit fly has been eradicated and approved by the GACC.

4. If any other live quarantine pests of Chinese concern are found, or live pests that cannot be identified at the species level or whose quarantine status cannot be determined, the entire shipment must be effectively quarantined before they can be exported to China. AGROCALIDAD needs to identify the cause and take effective prevention and control measures. At the same time, a record of the inspection is kept and provided to GACC upon request.

(5) Requirements for plant quarantine certificates

1. Dragon fruit that has passed the inspection and quarantine, issued by AGROCALIDAD, is issued a phytosanitary certificate and noted in the additional statement column: "This consignment of pitahayas complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of." Ecuadorian Pitahaya fruits to China, and is free of any quarantine pests of concern to China.” (The shipment complies with the protocol on phytosanitary requirements for the export of dragon fruit from Ecuador to China and does not carry quarantine pests of concern to the Chinese side.) )

2. AGROCALIDAD shall provide GACC with a sample of the phytosanitary certificate in force for confirmation and filing before the commencement of trade.

7丨 Entry quarantine and unqualified treatment

(1) Verification of relevant certificates and logos

1. Verify whether the imported dragon fruit has obtained the Quarantine Permit for Imported Animals and Plants of the People's Republic of China.

2. Verify whether the phytosanitary certificate complies with the provisions of Paragraph (5) of Article 6 of these Requirements.

3. Verify that the markings on the boxes comply with the provisions of Paragraph (3) of Article 6 of these Requirements.

(2) Entry inspection and quarantine

1. Dragon fruit exported to China shall enter the country from the port where GACC allows the import of fruit.

2. In accordance with relevant laws, administrative regulations, rules and other provisions, the import of dragon fruit shall be inspected and quarantined, and those who pass the inspection and quarantine shall be allowed to enter the country.

(3) Handling that does not meet the requirements

1. If it is found that the goods come from an orchard or packaging plant that has not been approved by the Chinese side, the batch of dragon fruit will not be allowed to enter the country.

2. If a Mediterranean fruit fly is found on the fruit of the dragon fruit, the goods shall be returned, destroyed or effectively quarantined. GACC will immediately notify AGROCALIDAD and suspend the dragon fruit export project to China.

3. If live flies are found on the fruit of the dragon fruit, the goods will be returned, destroyed or effectively quarantined. GACC will immediately notify AGROCALIDAD and suspend imports from relevant non-epidemic producing areas. AGROCALIDAD should immediately investigate, identify the causes, and take appropriate eradication measures. The GACC will decide whether to lift the suspension based on the results of the assessment of the measures taken against AGROCALIDAD.

4. If live bodies of elm white shield borer, new pineapple gray mealybug or Fuso cotton mealybug are found, the goods will be returned, destroyed or effectively quarantined and de-harmful. GaCC will decide, as appropriate, whether to take further measures and notify AGROCALIDAD in a timely manner. AGROCALIDAD shall investigate, identify the causes and implement appropriate improvement measures to prevent the recurrence of such incidents.

5. If other quarantine pests, leaves, other plant residues or soil other than those on the list of quarantine pests of chinese concern are intercepted, they can enter the country only after they have passed the effective quarantine and pest removal treatment; If there is no effective quarantine and pest removal method, it shall be returned or destroyed. GACC will inform AGROCALIDAD of the situation, and AGROCALIDAD shall conduct an investigation, identify the causes and implement appropriate improvement measures to prevent the recurrence of such incidents.

Eight 丨 Retrospective Review

Based on the development of the dragon fruit outbreak in Ecuador and the interception at ports, the GACC will conduct further risk assessments and consult with AGROCALIDAD to adjust the list of quarantine pests of concern and the corresponding quarantine measures.
