Announcement No. 72 of 2022 of the General Administration of Customs on the Quarantine Requirements for The Import of Fresh Pomegranates from Egypt

The official website of the General Administration of Customs released the Announcement of the General Administration of Customs [2022] No. 72 (Announcement on the Quarantine Requirements for Importing Egyptian Fresh Pomegranates), and the following is the content of the announcement:

No. 72 of 2022

In accordance with the relevant laws and regulations of the mainland and the Memorandum of Understanding on Cooperation between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Land Reclamation of the Arab Republic of Egypt on the Phytosanitary Requirements for the Export of Fresh Pomegranates from Egypt to China, from now on, the import of fresh Egyptian pomegranates that meet the following relevant requirements is allowed.

1. Basis for inspection and quarantine

(1) The Biosecurity Law of the People's Republic of China;

(2) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china and the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;

(3) The Food Safety Law of the People's Republic of China and the Regulations for the Implementation of the Food Safety Law of the People's Republic of China;

(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;

(5) Memorandum of Understanding on Cooperation between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Land Reclamation of the Arab Republic of Egypt on the Phytosanitary Requirements for the Export of Fresh Pomegranates from Egypt to China.

2. The names of commodities allowed to enter the country

Fresh pomegranate, scientific name Punica granatum L., English name Pomegranate (hereinafter referred to as "pomegranate").

3. Permitted places of origin

Egyptian pomegranate producing area.

4. Approved orchards, packing plants and quarantine treatment facilities

Orchards, packaging plants, cold storage and cold treatment facilities of pomegranates shall be reviewed and filed with the Central Phytosanitary Authority of the Ministry of Agriculture and Land Reclamation of the Arab Republic of Egypt (hereinafter referred to as "CAPQ") and jointly approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and CAPQ. Registration information includes name, address and identification code. The registered list should be provided to GACC by CAPQ before the export season of each year, and the list of approved businesses can be found on the GACC website.

5. Quarantine pests of concern

1. Ceratitis capitata, a Mediterranean fruit fly

2. Pomegranate butterfly Deudorix (Virachola) livia

3. Pomegranate borer Ectomyelois ceratoniae

4. Lobesia botrana, a grape-winged curl moth

5. Siphoninus phillyreae

6. Peach fruit fly Bactrocera zonata

7. Pomegranate aphid Aphis punica

8. Xanthomonas axonopodis pv. punicae

6. Pre-export requirements

(1) Orchard management.

1. Orchards exported to China shall implement good agricultural practices, including maintaining sanitary conditions in orchards, cleaning up fallen fruit, pruning at the end of the season, etc., and implement comprehensive pest management, including pest monitoring, chemical or biological control, agricultural operations and other control measures.

2. The fruit of the export of Chinese must remove the fallen fruit or spray fungicides and insecticides on the fallen fruit in time, and the fallen fruit shall not be mixed into the commercial fruit during harvest.

3. CapQ shall carry out orchard monitoring of quarantine pests of Chinese concern. For specific pests, appropriate control measures should be taken.

For Mediterranean fruit flies and peach fruit flies, CAPQ should carry out real fly monitoring, prevention and control, and provide procedures and results at the request of GACC.

For pomegranate grey butterflies, pomegranate borers and grape flower-winged curl moths, from the germination period of pomegranates to the harvest period, regular inspections and trap monitoring of chinese orchards are carried out every 2 weeks; Traps are sexually attracted or sweet and sour solutions, and 1 trap should be set up every 0.5 hectares in the orchard. Orchard monitoring is carried out every 2 weeks for pests such as whitefly and pomegranate aphids, from the germination period of pomegranate to the harvest period. If pests or their corresponding symptoms are found in monitoring, biological or chemical control measures should be taken in a timely manner.

4. As soon as other quarantine pests are detected, capq shall immediately notify GACC and take comprehensive measures including chemical or biological control for treatment. If relevant quarantine pests are found on pomegranate fruit, effective control measures must be taken under CAPQ supervision to ensure that quarantine pests are no longer found on pomegranate fruit, otherwise the orchard will not be exported to China this export season.

5. The monitoring and control of pests in the orchards should be completed under the guidance of technical personnel, who must pass the training of CAPQ or its authorized institutions.

6. Orchards must keep records of pest monitoring and control and provide them to GACC upon request. Control records should include details such as the names of the active ingredients used during the growing season, the concentration of use and the date of use.

(2) Packaging plant management.

1. The processing, packaging, storage and shipment of pomegranates to China shall be carried out under the supervision of CAPQ.

2. Before packaging, pomegranates must be cleaned, selected and sorted to ensure that they do not carry pests such as insects and mites, as well as plant residues and soil such as rotten fruits, deformed fruits, branches and leaves, and roots.

3. During the packaging process, the CAPQ-trained technicians must clean and inspect the pomegranate, remove the sepals stored in the pomegranate, focus on checking whether there are symptoms of borer pests, and perform fruit section examination on suspicious samples. Once the fruit moth pests such as pomegranate gray butterfly, pomegranate borer and grape flower wing curl moth are detected, this batch of goods cannot be exported to China. If three consecutive batches are detected, the relevant orchards must not be exported to China this export season.

4. Packaged pomegranates should be stored immediately and stored separately to avoid re-infection by pests.

(3) Packaging requirements.

1. The packaging materials should be clean and hygienic, unused, and meet the relevant phytosanitary requirements of China. If the box has ventilation holes, it should be covered with insect screen to prevent pests from entering (maximum aperture of 1.6 mm), or place the box on the tray and cover the entire tray with insect screen.

2. Each box should be marked with Chinese or English with the name of the fruit, the country of export, the place of origin, the name of the orchard and the packaging plant or its registration number. Each pallet and box should be marked "Exported to the People's Republic of China" in Chinese or English.

3. If wood packaging is used, it must comply with the requirements of International Phytosanitary Standard No. 15 (ISPM15).

4. When packing the container, it must be checked whether the container containing the pomegranate is in good sanitary conditions, and the activity must be recorded for CAPQ inspection.

(4) Quarantine treatment requirements.

Pomegranates must be treated cold, and the technical requirements are 1.67 °C or less for the core temperature of the fruit for more than 16 days; Or the core temperature of the fruit is 2.22 ° C or below for more than 18 days.

Cold treatment can be carried out in accordance with the pre-export cold treatment operating procedure (see annex 1) or the in-transit cold treatment operating procedure (see annex 2).

(5) Quarantine before export.

1. During the first two years of trade, CAPQ officials should conduct a sampling inspection of each batch of pomegranates exported to China in the proportion of 2%. If no phytosanitary problems occur within two years, the sampling rate is reduced to 1%.

2. If live quarantine pests of Chinese concern are found, the entire shipment shall not be exported to China, and measures shall be taken to suspend orchards and packaging plants as appropriate until CAPQ finds out the cause and takes improvement measures. At the same time, the records of seizures are kept and provided to GACC upon request.

(6) Requirements for phytosanitary certificates.

1. After passing the quarantine, capq shall issue a phytosanitary certificate indicating the container number and filling in the following additional statement: "This consignment of pomegranates complies with the Memorandum of Understanding on Phytosanitary Requirements for Export of Fresh Pomegranates." from Egypt to China, and is free from quarantine pests of concern to China.” (The batch of pomegranates meets the phytosanitary requirements for the export of fresh pomegranates from Egypt to China, without quarantine pests of Concern to the Chinese side.) )

2. For the implementation of cold treatment before export, the temperature, duration and name or number of the treatment facility should be indicated on the phytosanitary certificate. For the implementation of cold treatment during transportation, the temperature of the cold treatment, the processing time, the container number and the sealing number should be indicated on the phytosanitary certificate.

7. Entry inspection and quarantine and unqualified treatment

When the pomegranates exported to China reach the Chinese port of entry, the Chinese customs implements quarantine in accordance with the following requirements.

(1) Verification of relevant certificates and logos.

1. Verify whether the imported pomegranate has obtained the "Quarantine Permit for Imported Animals and Plants".

2. Verify whether the phytosanitary certificate complies with the provisions of Article 6 (6).

3. Check whether the markings on the packaging and the box comply with the provisions of Article 6 (3).

4. For goods that are cold treated before export, the cold treatment result report signed by CAPQ and the fruit temperature probe correction record must be provided when entering the country; For goods that are cold treated during transportation, a cold treatment report and a fruit temperature probe correction record are required when entering the country.

(2) Entry inspection and quarantine.

1. Pomegranates exporting to China shall enter the country from the ports where GACC allows the import of fruits.

2. In accordance with relevant laws, administrative regulations, rules and other provisions, the import of pomegranates shall be inspected and quarantined, and those who pass the inspection and quarantine shall be allowed to enter the country.

(3) Handling that does not meet the requirements.

1. If pomegranates from unapproved orchards or packing plants are found, the shipment shall not enter the country.

2. For goods subject to cold treatment, if cold treatment is found to be invalid, the goods will be treated with land-to-shore cold treatment (if it is a refrigerated container, it can be cold treated in the container), returned or destroyed.

3. If live quarantine pests of concern to the Chinese side are found, the goods shall be returned, destroyed or quarantined. GACC will immediately notify CAPQ of the suspension of pomegranate exports from relevant orchards and packing plants to China until the entire project is suspended as appropriate. CAPQ should immediately investigate in order to identify the causes and implement appropriate improvement measures. The GACC will evaluate the improvement measures taken by the CAPQ and decide whether to lift the suspension measures taken based on the results of the assessment.

4. If other quarantine pests are found, the goods will be returned, destroyed or quarantined. THE GACC will immediately notify CAPQ, which should conduct an investigation, identify the causes and implement appropriate improvement measures.

8. Retrospective review

Based on the dynamics of the pomegranate outbreak in Egypt and the seizure of pests, the GACC will continue to conduct further risk assessments and consult with CAPQ to adjust quarantine pests and related quarantine measures. If necessary, the GACC could send experts to Egypt to conduct a retrospective review.
