Both countries are representatives of rejecting the Summit of the Americas, while they are also supporting Cuba in defending its rights.
Finally, there are countries that maintain a middle-of-the-road attitude of "neither offending the United States, but also attending." These countries will not put themselves in danger of being targeted, but there will also be a certain tendency not to participate in the summit. The more representatives are the representatives of Guatemala and El Salvador. The attitude of these two countries is that they will not make a clear statement on this summit attitude, but they will not participate in the summit.
