She found that there are many long-criticized stubborn diseases in the grass-roots governance of all kinds of communities: in the communities that have been built for more than ten years, especially in the communities such as demolition and resettlement, low-cost housing, etc., the existing facilities are insufficient and damaged, and the maintenance and renewal of infrastructure has always been "lagging behind", causing great inconvenience to the daily life of residents, and also failing to meet the standard requirements of civilized city creation and urban fine management in recent years. At present, due to the lack or use of special maintenance funds, and the lack of radiation of government-related project funds, such problems have not been solved in a timely manner.
Li Xiuming believes that actively preparing funds to update the old infrastructure to the greatest extent is an urgent issue. Therefore, she suggested that the relevant departments at the district level establish a periodic system for the renewal and maintenance of relevant infrastructure and a guarantee mechanism for maintenance funds to ensure that the infrastructure of such communities is updated and maintained in a timely manner.

In addition, in the process of community governance, Li Xiuming found that the awareness of legal rights protection in the whole society is constantly improving, but the legal awareness and service level of grass-roots service management teams such as property, community, and industry committees are lacking, and the coordination and handling of residents' urgent difficulties and anxieties is insufficient, which is easy to cause unnecessary contradictions and disputes. Li Xiuming said, "In the community where the composition of residents is more complex and the quality is uneven, the requirements for relevant units and departments such as communities and properties are higher, and how to adapt the service management level to it has become a major difficulty in grass-roots governance." ”
To this end, Li Xiuming suggested that units and departments related to community governance should be equipped with professional legal advisers, on the one hand, to study and train professional practitioners in the legal knowledge of relevant industries, on the other hand, to regularly participate in the mediation of contradictions and disputes and the popularization of law in the community. Community governance should keep pace with the times, take the needs of residents and the happiness of life as a foothold, improve the overall quality of the grass-roots team, organically integrate the "four governances" such as rule of law, rule by virtue, autonomy, and wisdom rule, efficiently promote the modernization of community governance, and create a more stable and harmonious social environment for promoting common prosperity.
