According to the data, Chongqing has built 10 national-level and 101 municipal-level industrial design centers. In the first three quarters of 2021, the sales revenue of Chongqing's two-level industrial design center exceeded 190 billion yuan, an increase of 26.6% year-on-year. In October 2021, Chongqing was selected as one of the first four industrial design characteristic demonstration cities (districts) announced by the Ministry of Industry and Information Technology, and the atmosphere for industrial design development is good.

"But overall, the development of Chongqing's design industry is still in its infancy." Member Wang Jumeng believes that there are still gaps in Chongqing's design industry in terms of platform influence, market vitality, and policy environment, and there is still a gap from declaring the world's "design capital", especially the policy system and development linkage, the construction of carrier platforms for industrial agglomeration, the scale of market players and the quality of development need to be strengthened.

To this end, member Wang Jumeng suggested that Chongqing can strengthen policy guidance in the policy system and development linkage, and the governments at both levels in the urban area can coordinate and link up, introduce a series of policies and measures to promote the development of the industrial design industry, and support the concentrated development of design enterprises in Chongqing.

Specifically, focus on key areas and directions such as the cultivation of industrial design subjects, capacity improvement, platform and park construction, talent training, brand activities, and atmosphere creation, and introduce two-level support policies in urban areas. At the same time, we will explore relying on state-owned or state-controlled companies to attract social capital to cooperate in the establishment of design industry development funds, guide and support social capital to enter the field of industrial design venture capital, and support the listing and financing of qualified design enterprises.

In terms of the construction of the carrier platform for industrial agglomeration, member Wang Jumeng further suggested that the carrier platform be cultivated and a "1 + N" coordinated development industrial layout with the Chongqing Design Park in Liangjiang New Area as the core bearing area and the Shapingba, Yuzhong, Banan and other district and county parks as the support.

Talking about the scale and quality of the main body of the market, member Wang Jumeng suggested that the main body of the market be strengthened, the construction of the national and municipal industrial design centers in Chongqing Be accelerated, the layout of the industrial design research institute should be improved, and the well-known industrial design leading enterprises at home and abroad should be vigorously introduced.
