Recently, Mr. Xia, a citizen, called the Beijing 12345 citizen service hotline to report that he had lived in the Jade Four Seasons Community in Taihu Town, Tongzhou District for three years, and that many roads such as Haisheng Third Street and Dongshi East Third Road occupied the road for many years, making it inconvenient to travel. Residents questioned why these roads were out of control and how to improve local traffic order.

On the evening of the weekday, the reporter came to the Jade Four Seasons Community in Taihu Town, Tongzhou District. Walking around the roads around the community, I found that many roads such as Haisheng 3rd Street and Haisheng 4th Street in the east-west direction, Dongshidong 3rd Road and Dongshidong 4th Road in the north-south direction occupy the road and park the road. Among them, Haisheng 3rd Street is the most prominent, and there are free parking spaces on the side of the road, but the vehicles are not parked in the parking spaces, but are parked diagonally, and the parking spaces are virtually empty.
Resident: I've been living here for 6 years, and I was one of the first people to live here. It's a good road, and so many cars are parked, and they have become parking lots. The cars all pouted, where did they go? A third of the cars pouted into the middle of the road.

Parking on the road not only crowds out motorized lanes and non-motorized lanes, but also zebra crossings and sidewalks on the side of the road have also been occupied and parked by motor vehicles. Although there will be a sign on the side of the road that says "Please stop and take a seat", it does not have a restraining effect.
Resident: It's the same with this street and that street, it's parked at the intersection, let's just say the morning rush hour, everyone goes to work, and the car is still there, no one cares, who knows when the car will go?
Resident: Parking causes the middle double lane to become a line, you can't ride a bicycle, the car does not see it, and the wrong car has to flash each other.

During the on-site interview, some residents said that traffic law enforcement officers occasionally came to put up stickers on vehicles occupying the road, but they did not enforce the law on a regular basis. Some residents also said that they had heard that the roads of Haisheng Third Street had not yet been accepted and handed over, so there were uncontrolled phenomena such as occupying the road and parking.
Resident: It's not realistic to say that no one cares, but I also saw them (the management) come and drive a few people down. But tomorrow is still what to do.
Resident: You have a camera, the traffic lights are installed, the lines are drawn, is it an excuse that you didn't hand it over? You don't hand it over for half a year, you don't hand it over for three years, and you don't hand over the road that has been built so well? If you say that you can manage it reasonably, get that electronic parking space, and charge as much as you can for parking properly, but someone will take care of it?

These roads are surrounded by large residential areas such as Tahoe No. 1 Block, Jingxiu Xinyuan, Jade Four Seasons, and Yinhe Bay, as well as kindergartens, primary schools and parks. During the evening rush hour, the reporter saw that the machine and non-vehicles were mixed on the only remaining motor lane, and the permanent residents said that there had been a traffic accident at the intersection due to the blind spot caused by occupying the road and parking.
Resident: If you ride a bicycle on this road, you have to go inside (the motorized road), and when the car comes from behind, the car has to follow me, otherwise where am I riding? The car blocked the non-motorized lane for me. It's the same on the sidewalk, the car is crossing, but that's where pedestrians walk, and you can't get past it with a small car.
Resident: You can park at intersections and zebra crossings, so do you think there is a blind spot when I turn a corner? Last time, it was here, and a delivery man was hit here, and the person was gone. It's because of that blind spot that the front stops indiscriminately, and the intersection turns again.

According to the observation and interview, the reporter learned that several surrounding roads such as Haisheng Third Street have not been included in the management of parking fees. According to residents, there are no underground parking spaces in individual communities, and the annual rent of parking spaces is relatively high, and residents' enthusiasm for parking is not high.
Resident: There is no underground parking lot in the public rental housing, it only has an above-ground parking lot, and the underground parking lot is basically occupied by these three-wheeled motorcycles, and the car cannot be parked. As far as I live, the cost of underground parking space plus management fee is about 8,500 yuan a year. To be honest, it's like this car may not be worth 50,000 yuan, and its annual parking fee is so expensive, so it doesn't make sense.

Mr. Chen, who is both the owner and the owner of a car in a nearby community, believes that residents' acceptance of parking fees is not a reason to occupy the road and should not occupy public resources for private reasons. In response to the problem of parking on Haisheng Third Street and other roads, the reporter sent a letter to the Beijing Municipal Traffic Management Bureau. Jin Chaoqun, a police officer of the Lingying Brigade of the Changling Brigade of the Tongzhou Traffic Detachment, made it clear:
Jin Chaoqun: According to the first paragraph of Article 63 of our "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China", parking is not allowed on road sections with no-parking signs and markings, road sections with isolation facilities between motorized lanes and non-motorized lanes and sidewalks, as well as sidewalk construction sections. Article 56 of the Road Traffic Safety Law of the People's Republic of China stipulates that motor vehicles shall be parked at specified locations. It is forbidden to park motor vehicles on sidewalks, except for parking spaces designated in accordance with the provisions of Article 33 of this Law. That is to say, we should park the vehicle in a standardized parking lot or a place with parking spaces. The penalty for parking a vehicle in violation of the regulations is a fine of 200 yuan. We establish a liaison mechanism through the local government, the community, the property, etc., and distribute information and publicity to residents. For these roads, we will carry out special treatment of illegal acts from time to time. In the follow-up, we also have illegal parking monitoring equipment on these roads.
At the same time, the People's Government of Taihu Town, Tongzhou District, said that it plans to add 148 electronic toll parking spaces on Haisheng Third Street Road, and is now negotiating with the traffic management department and parking management unit to study the feasibility of incorporating the roadside parking spaces of Haisheng Third Street into the electronic toll collection management system. It is planned to effectively improve the utilization rate of parking spaces, reduce the phenomenon of occupying parking and improve the level of urban parking management through electronic toll management. At that time, the territory will formulate a specific implementation plan according to the actual situation and promote the implementation as soon as possible.
